"THIS SACRED PRINCIPLE" OF FREE TRADE: AN IMPASSIONED STATEMENT OF CHURCHILL'S ANTI-PROTECTIONIST VIEWS. The dominant issue of Churchill's early career was free trade: "I am entirely opposed to the levying of import duties for any other purpose than revenue," he tells Leaf, a member of the Free Trade League in Manchester. "In view of the increasing Protectionist agitation and its appeals to selfish interests of all kinds, I regard it as vitally important that this scared principle, by which alone the whole yield of the national taxes can be secured to the Exchequer, should be observed with strict integrity." When Churchill's free trade principles caused him to cross the aisle and join the Liberals in the in 1904, he had to find a new Parliamentary home. The voters of Manchester North West returned him to Parliament in 1906, but when Asquith named him head of the Board of Trade, Churchill had to stand a by-election in 1908, which he lost. He turned, however to the voters of Dundee who re-elected him to Parliament. A fine early Churchill political letter.
