Kellogg as U.S. Consul for the Port of Glasgow, Scotland -- HAYES, RUTHERFORD B. Autograph letter signed to Mr. George Howe Ohio, 25 May 1876, 1 page, 8vo , Hayes, on behalf of his wife, remembers "the bountiful flowers sent her by Mrs Howe when we were here before," and requests that she send flowers again for Decoration Day -- HAYES. Autograph letter signed, Ohio, 7 September 1876, 1 page, 8vo, on engraved "Executive Department, State of Ohio" stationery , thanks for a book sent to Mrs. Hayes -- HAYES. Autograph letter signed to Joel Munsell & Sons, Ohio, 24 December 1887, 1 page, small 4to , covering letter sent with payment -- HAYES. Autograph letter signed to General B. Edward Everett Hale, Paris, 21 August 1899, 2 pages, 4to, with autograph postscript , Harrison was counsel for Venezuela in its boundary dispute with British Guiana before an international arbitration panel in Paris. "We have made what seems to me an overwhelming case for Venezuela." He goes on to discuss practical difficulties between the U.S. and Europe on the issue, concluding: "A permanent court would greatly tend to establish the judicial idea, which in my judgment is essential." -- HARRISON.
