A 3-LANGUAGE SHIP'S PASSPORT SIGNED BY TWO PRESIDENTS, issued for The Betsey of Alexandria, Virginia, captained by Russell Stevens, bound for Barbados with a cargo of "flour, bread, corn, pease & tobacco." Such customs documents would be signed in blank by the President and counter-signed by the Secretary of State, then transmitted to the various coastal ports, to be filled in by the local customs officer, in this case, John Fitzgerald, who also signed the document.
