REAGAN, RONALD, President . Autograph draft letter signed ("Ronnie") as Governor of California, to Jack Warner, [Sacramento], 14 April 1967. 2 1/4 pages, 8vo, written on rectos and versos . "PLACE SOME TRUST IN MY DESIRE TO NOT DO ANYTHING DESTRUCTIVE" A lengthy letter discussing his decision to cut health care for the mentally ill: "...I'm sorry we seem to be in disagreement on what is being attempted. In the first place, you'd have to be here and see first hand the confusion and sloppiness to understand how close we have been to fiscal disasters. Certainly you are not getting a clear, undistorted picture by way of those who report from a biased viewpoint. With regard to the mental health situation...we embarked on a bold new course of treatment...we have reduced the patient population by 40 with no reduction of staff employees...so the counties can take this over & eliminate what has been wasteful duplication...Let me assure you we will keep close watch to make sure there is no possibility of decline in quality of patient care...I believe I have the right to suggest you place some trust in my desire to not do anything destructive..."
