FIRST EDITION, SIGNED BY SECRETARY OF STATE TIMOTHY PICKERING. Pickering favored protecting Indians from exploitative traders, an unusual position at the time. This act licenses and restricts traders, making purely private trade illegal. Because of the Treaty of Greenville, this applied especially to traders on the North West Territory frontier. A resolution about military pensions is appended, and the act ends with the printed signatures of Washington and Adams, and the autograph of Timothy Pickering.
