Letter signed ("A Hamilton") as Secretary of the Treasury, a circular letter to an unidentified customs agent, Treasury Department, 30 September 1790. 1½ pages, 4to, recipient's docket on verso, neat mends to fold tears . ESTABLISHING THE TREASURY AND CUSTOMS HOUSE SYSTEMS. The Secretary of the newly established Treasury Department seeks to standarize the forms to be used in the Custom Houses, requesting, "the Forms, Reports, Entries, Oaths, Bonds, Certificates and other Documents and Papers that shall have been adopted by you, in the execution of the several laws which concern your Office. These will...include papers or proceedings, for which forms have been sent from this Department [and] any Papers...remaining in your Office which were used in the Custom Houses of your State...." In closing, Hamilton explains his motives: "with the aid of these precedents, to digest a general and uniform plan of Custom House Documents, which will conduce to order, facilitate business and give satisfaction."
