DAVIS, Jefferson (1808-1889), President, C.S.A. Letter signed ("JeffersDavis") as Secretary of War, to Hon. J.A. Quitman, Chairman of the House Committee of Military Affairs; War Department, Washington, D.C., 21 April 1856. 11 full pages, 4to, integral blank . In very fine condition. THE COST OF "SUPPRESSING INDIAN HOSTILITIES" IN UTAH. A letter couched in the formal, legalistic tone which characterized Davis's later messages as President of the Confederacy: "In December last the Delegate from Utah filed in this Department sundry accounts for expenses incurred by the Territory in suppressing Indian hostilities in the years 1853 and 1854." Quitman (formerly Governor of Mississippi) had written "requesting information as to the propriety of paying these expenses," so a "search was made for any reports of a character calculated to aid the Committee in determining whether the expenses had been under circumstances which entitled the territory to repayment but the presence of these accounts in the files was overlooked. They contain some information of the character requested, and although I do not understand the inquiry of the Committee as extending to amounts and items, yet at Mr. Burnhisits[?] requests I transmit them all."
