ADAMS, JOHN, President . Autograph letter signed ("John Adams") AS PRESIDENT, TO SECRETARY OF WAR JAMES MCHENRY, Quincy, 13 April 1799. 1 1/4 pages, 4to, 250 x 200mm. (9 3/4 x 8 in.), docketed by McHenry . Very fine. ADAMS DEPLORES A REBELLION AGAINST THE FIRST FEDERAL PROPERTY TAX, WHICH "[HAS] GIVEN SO MUCH TROUBLE TO THE GOVERNMENT [AND] ANXIETY TO THE NATION" An uncommon letter as President, written shortly after the quelling of the Fries Rebellion, a taxpayers' revolt. Adams comments on it and the Whiskey Rebellion and proposes a new regimental organization for the army: "Last night I rec[eive]d your favour...The Proceedings detailed in it appear to have been well considered and prudently pursued. But the Sordid Spirit, which produced this as well as the former Insurrection in Pennsylvania [the Whiskey Rebellion, 1794], and which have given so much trouble to the Government, Anxiety to the Nation and burden on the Treasury, ought to excite more general Indignation than they have done. I return all the Papers and pray you to keep me informed of the Progress of the Business...I wish that a Plan may be considered for numbering the Regiments and arranging the Rank of the Lt Colonells, Commandants and sent to me, for my Consideration. I think the best way will be to determine the Rank of the Lt Colonells and Number the Regiments at first according to the Number which designates the Rank of their commanding officer. This will be a good Precedent to get rid of the Practice which has too long prevailed, of beginning at one Extremity of the Union and proceeding to the other..." In 1798 President Adams approved the levying of the first direct federal tax on private property. The unpopularity of this tax induced John Fries of Pennsylvania to incite an armed rebellion against federal tax collectors and assessors. Fries was subsequently arrested, convicted of treason and sentenced to be hanged. Adams, however, pardoned Fries and any others who participated in the rebellion. Under Jefferson, in 1802, the Federalist system of excise duties and direct taxes was entirely eliminated.
