John Norman Taylor was born in County Kerry, Ireland in 1869. He joined the India Public Works Department in July 1899, and initially served as an Assistant Engineer (awarded the Kaiser-I-Hind 1 January 1901). Primarily working in the Punjab, Taylor advanced to Executive Engineer in October 1905, and served as under-secretary to the government, Irrigation Branch, from April 1910. Taylor advanced to Superintending Engineer in April 1913, and was engaged on military service during the Great War as a Lieutenant (Acting Major) with the Royal Engineers in the French theatre of war from February 1917 (M.I.D.). He continued to serve as a Lieutenant-Colonel, and Officer Commanding the Royal Engineers, Bushire Field Force, South Persia February 1918 - June 1919 (O.B.E.). Taylor returned to civil employment as Officiating Chief Engineer for Assam, and secretary to the government from February 1920. He was appointed Chief Engineer in November 1922, and retired two years later. Taylor died in January 1945, and is buried in Deansgrange Cemetery, Dublin.
