TRUMAN'S FIRST ADDRESS TO CONGRESS: "THE LAWS OF GOD AND OF MAN HAVE BEEN VIOLATED AND THE GUILTY MUST NOT GO UNPUNISHED" The original press release of Truman's historic speech to both houses of Congress, delivered four days after the sudden death of Franklin Roosevelt and Truman's solemn inauguration. Truman opens his address by invoking the memory of Roosevelt and his achievements: "Only yesterday, we laid to rest...our beloved President, Frankin Delano Roosevelt. At a time like this, words are inadequate...No man could possibly fill the tremendous void left by the passing of that noble soul...The world knows it has lost a heroic champion of justice and freedom." But, he goes on, "we dare not permit even a momentary pause in the hard fight for victory," for "the entire world is looking to America for enlightened leadership." He asks that Americans help him fulfill the ideals of the late President, and vows to "support and defend those ideals with all my strength and with all my heart. That is my duty and I shall not shirk it." In regard to the continuing war, whose end--in Europe at least--is now in sight, he emphasizes that "America will continue the fight": "our demand has been, and it remains -- Unconditional Surrender!", for "the laws of God and of man have been violated and the guilty must not go unpunished." On the subject of the United Nations conference, soon to convene, he reminds Congress that "within an hour after I took the oath of office, I announced that the San Francisco Conference would proceed," for, "without such an organization, the rights of man on earth cannot be protected." He appeals to Americans to "support our efforts to build a strong and lasting United Nations Organization," and concludes with a prayer: "as I assume my heavy duties, I humbly pray to God in the words of Solomon! 'Give therefore thy servant an understanding heart to judge thy people, that I may discern between good and bad for who is able to judge this thy so great a people?'"
