ROOSEVELT CONDEMNS THE "HIDEOUS INEFFICIENCY" OF SPANISH-AMERICAN WAR LOGISTICS A rare Roosevelt letter written while he commanded the Rough Riders during the Spanish American War. Here, writing to the father of Trooper William Tudor of Company K, Roosevelt complains about the conditions his men are enduring: "No words can describe the hideous inefficiency, the confusion, the utter lack of system and organization down here. This is the sixth day we have spent on an overcrowded transport in Tampa harbor, under the semi-tropical sun, because someone is so weak and so vascillating [sic] that after being shipped we have not been sent." He remarks that his former position in McKinley's Administration would not have aided in the situation: "I would not have had any say as Assistant Secretary, and it was the fact that I was impotent to do what ought to be done that made me feel at liberty to go out." Roosevelt asserts: "No man could render a greater service to the country than by writing up truthfully just what is occuring." Roosevelt informs Tudor that his son is doing well: "He had a slight sickness on the train, but he was picking up rapidly when we left...I am rather glad he has not spent the six days on this troop ship." He concludes with a parting shot at the logistical system: "[he] will doubtless be well for the next expedition, when our horses are sent to join us--that is, if the horses ever are sent and if we ever do actually get off."
