Partly printed document signed ("Th:Jefferson") as President, countersigned by Secretary of State James Madison and Newport Collector of Customs William Ellery, Newport, Rhode Island, 10 February 1804. 1 page, folio, 400 x 505 mm. (16 x 20 in.), original papered seal of the United States plus another, smaller papered seal beneath it, accomplished in mansucript, lightly browned, a few small losses at folds , otherwise in very good condition. FOUR LANGUAGE SHIP'S PAPERS for the Rising Sun , a Newport brig carrying horses to Havana. A document with text in French, Spanish, English and Dutch which attempted to insure safe passage for American ships by declaring "...that no subjects of the present belligerent powers have any part or portion therein, directly nor indirectly, so may God Almighty help him..."
