By the United States of America In Congress Assembled. A Proclamation, Declaring the Cessation of Arms, as well by Sea as by Land, agreed upon between the United States of America and His Britannic Majesty; and enjoining the Observance thereof.
Philadelphia: David C. Claypoole, 1783. Letterpress broadside (512 x 362 mm). Signed in print by Elias Boudinot and Charles Thomson Condition : paper restoration along the left margin and upper left corner, fold reinforced on verso. the broadside announcing the official end of the war for american independence. Following Yorktown, diplomatic manoevering began between America, Great Britain, France and Spain and peace negotiations did not truly begin until the fall of 1782. The preliminary articles were signed at the end of January 1783 with news of the treaty not reaching Philadelphia until March 24. Official dispatches, however, were not received by Congress until 10 April 1783, with the Journals of Congress recording letters received that day from General Carleton and Admiral Digby enclosing the British proclamation of cessation of arms and also letters from Benjamin Franklin and John Adams notifying Congress of the conclusion of the preliminaries. This broadside prints the proclamation of Congress on the following day, i.e. 11 April 1783, which acknowledges the preliminaries and reviews the timeline and process for withdrawal. The Proclamation concludes with the Congressional order “to Forbear all Acts of Hostility, either by Sea or by Land, against His Brittanic Majesty or his Subjects.” The preliminary articles of peace would be approved by Congress on 15 April. This printing of the Proclamation, printed by the official printer to Congress then sitting in Philadelphia, was the first such broadside to be issued. Several states reprinted the Proclamation for circulation among their own citizens in the weeks that followed, including copies at Exeter, Providence, Richmond, Wilmington and Annapolis. We could locate but three institutional copies of this first issue of the broadside (Library Company, Massachusetts Historical Society, and the Public Records Office, London). Evans 18238 (with Shipton & Mooney citing a variant issue in error).
