ON THE FIRST DAY'S BATTLE AT GETTYSBURG: "...Meade, who, personally a brave man, was always timid as a general, had determined to fall back to Pipe Creek and fortify there. The order did not reach Howard until about 12 noon or 1 p.m. on the first and he then did not attempt to carry it out though he might have done so.
