LIVINGSTON, Robert R. (1746-1813). Autograph letter signed ("Rob . Livingston") to French Minister of the Navy, Denis Decrès, New York, 20 January 1806. In French, three pages, 260 x 200mm bifolium (toned spots on verso of spine fold). On Napoleon, British impressment, and the arrival of Francisco de Miranda in New York. Livingston sends his regards to Decrès and offers his congratulations on Napoleon's recent victories and hopes for his continued success in his campaigns. Of growing animosity toward Great Britain in the United States, he writes that she had "waged a pirate war against us in the islands, plundered our ships, mistreated our sailors"—in addition to making territorial incursions into Louisiana, the purchase of which Livingston had only recently negotiated in 1803. Livingston also reports on the arrival of General Francisco de Miranda in New York, who was preparing to foment revolutions against Spanish rule in the Caribbean and South America. He closes expressing his hopes that Napoleon can mediate any differences between the U.S. and Spain.
