Paine was the third administrator of NASA, succeeding the dynamic James Webb in October 1968 and remained until September 1970. A submarine commander during World War II, he held a PhD in Metallurgy and worked as a General Electric engineer until joining NASA, where he oversaw seven manned Apollo missions, including the historic lunar landing, and development of the space shuttle. He resigned after his ambitious plans for a moon base and a massive space station were rejected by President Nixon, returning first to GE, then to head the Northrop Corporation. Two of these books were inscribed to him at the start of his NASA service, the last after he chaired a presidential National Space Commission during the Reagan Administration.
