SIR EDWARD CARSON, 1 PAGE MANUSCRIPT LETTER. Dated Carlton Club, Pall Mall (London), S.W., September 15th 1913, addressed to C.W. Hankin Esq, BA, at 11 Addison Road, Bedford Park (London) S.W. A brief somewhat enigmatic message ''I have your letter for which I am obliged. The matter is one which has to be very carefully considered.'', the letter, entirely in Carson's own hand, signed ''Edward Carson''. This letter was written at the height of the Ulster Crisis. Political opposition had crystallised on New Year's Day 1913, when Carson moved an Amendment to the Home Rule Bill that sought to exclude all nine counties of Ulster from its provisions. By September 1913 a constitutional impasse had been reached, and the place of debate had been taken by threats of physical force. Two days before this letter was written, on 13th September, Carson had delivered a speech at Wharton Park, Co. Durham, in which he threatened to ''make Home Rule impossible''. The day after this letter was written he travelled to Northern Ireland, where he inspected Ulster Volunteer Force contingents at Kilkeel and Newry. Then, on 24th September 1913, the scheme for a Provisional Government in Ulster in the event of Home Rule becoming law was presented to the conference of the Ulster Unionist Council in the Ulster Hall, Belfast, and at which meeting Carson was elected Chairman of the Central Council of the proposed Provisional Government.
