Three months after being inaugurated President for his second term, TR discusses appointments and mentions the railroad rate controversy and a speech by Taft: "I hear well of Moses for such a position, but there are one or two men whom I want to place first....I wish to give Missouri a place, and rather curiously, the man Missouri would like to have is by birth a Californian, of ancient Spanish stock...I am interested in what you say about the Senate, and perhaps even more so in what you say about the railroad rates. Have you seen Taft's speech about the Senate?"
