One page, folio, with papered Presidential seal at lower left, wrinkled and a little dampstained at edges. Commission designating Edwin C. Wilson of Florida, as Ambassador Extraordinary and Plenipotentiary "to meet with representatives of the governments of Venezuela and Costa Rica for the tender of good offices to the governments of Honduras and Nicaragua with the object of facilitating a pacific solution of the controversy which has arisen between them over the definition of their commmon boundary..." With a letter transmitting the commission from the Department of State to Wilson (American Ambassador to Panama). Washington, D.C., 22 August 1941.
