Together 5 pages, 4to, ruled paper, two with paperclip burns. In pencil. AN ARCHIVE OF FDR NOTES AND EPHEMERA FROM ABOARD THE USS HOUSTON AND OTHER PRESIDENTIAL TRIPS. FDR tells Treasury Secretary Morgenthau: "Think I approve your suggestion about Lockhead but in view of that nomination cannot possibly go in till my return please hold everything." FDR wanted this sent on a "restricted" channel. Likewise a sensitive diplomatic issue for Cordell Hull's attention is sent "restricted": "I hope that Secretary Lascelles will return to Washington from Ottawa after I get back as some of the plans spoken of in press dispatches do not seem wise. This relates especially to visit to the battery in New York." Roosevelt instructs press secretary Steve Early to tell Democratic Sen. Alben Barkley that he "will be glad to confer with the Military and Naval affairs chairmen as soon as I get back." A message of regret to Virgin Islands Gov. Cramer (about not being able to come ashore) is sent in the clear, as is a short, kidding note to Early: "the gang misses you. My best to Mac [Marvin H.
