FIRST EDITION, INSCRIBED ON FLYLEAF BY BOTH FDR AND CUMMINGS TO MARGUERITE ("MISSY") LEHAND: "To Missy, with the appreciation and friendship of Homer Cummings, Jan. 18/37." "and Franklin D. Roosevelt." Cummings's and McFarland's work is a history of the politics and personalities surrounding the major legal battles waged within the executive branch from the Washington administration to the New Deal. The book appeared just as FDR was about to add a volatile new chapter to the story: his plan to "pack" the Supreme Court with sympathetic justices. Cummings drafted the ill-fated Judicial Reorganization Act. A fine association of FDR with his long-time secretary Missy LeHand and a major Cabinet figure.
