Clinton signs the North American Free Trade Agreement into law on 8 December 1993. The treaty created a free-trade zone between the U. S., Canada and Mexico. Ratification in Congress was a near thing. The House approved it by a mere 234-200, while the Senate vote was 60-38, just barely making the required 2/3rds majority. In an attempt to show the important bi-partisan quality of the bill's advocates, Clinton asked his predecessor, George Bush, to attend the ceremony, along with former Presidents Carter and Ford. Vice President Gore, and the four top Congressional leaders are also present: Speaker Tom Foley, Senate Majority leader George Mitchell, Senate Minority leader Bob Dole, and House Minority Leader Bob Michel.
