Pennsylvania. Council of SafetyIn Council of Safety. Lancaster, November 8, 1777. Ordered, That [——] be authorized and required to collect without delay, from such of the inhabitants of the county of [——] as have not taken the oath of allegiance and abjuration, or who have aided or assisted the enemy. … Lancaster: Printed by Frances Bailey, [1777] Broadside (332 x 208 mm, preserving deckle on three edges). Foxing at center, pinhole at central intersecting fold. Half blue morocco slipcase gilt, chemise. An unrecorded and evidently unique circular letter from the Pennsylvania Council of Safety authorizing the compensated seizure of clothing and other goods from American Loyalists, in order that such goods could be distributed to the Continental Army, which in six weeks would begin its brutal winter encampment at Valley Forge. Eleven men, whose names are filled in in manuscript (including Matthew Shipley, Daniel Hiesler Jr., Col. John Moore John Wentz, and John Brooks are directed to collect from Loyalists—as well as "from such well-affected persons as may be able to spare them"—"arms and accoutrements, blankets, woolen cloth, linceywoolsey, linnen, shoes and stockings for the army." The men are also instructed to appraise the value of the good they collect, for eventual compensation to the persons from whom they were taken, according to guidelines provided; for example, "For strong, large, well-made shoes, twenty-five shillings per pair." (The particular county the men were supposed to canvas has not been filled in on this copy of the circular.) The eleven commissioners are further directed to take the goods they receive to the clothier general and to collect from him and distribute the compensatory funds. For this service they will each be paid 20 shillings a day. Appended to the printed text is a manuscript note by the same clerk who supplied the names of the commissioners: "all officers civilian & military are hereby required and directed on application from the Commissioners above or any of them to be aiding and assisting in the execution of these orders."
