PATTON SIGNS A MILITARY TRAINING CERTIFICATE. Stationed at Fort Myer in the years leading up to World War II, Patton was in charge of the "Citizens' Military Training Camp," an organization formed to prepare for the increasingly likely American involvement in hostilities. Here, he promotes Preston R. Rowland, who has completed a course on cavalry tactics, and has been recommended "to complete requirements for appointment in the O.R.C." In the Remarks, the man is specified as being skilled with "Sharpshooter Pistol."
