NORTHWEST ORDINANCE]. "An Ordinance for the Government of the territory of the United States, north west of the river Ohio," in The American Museum, or Repository , Vol. 2, number 2, August 1787. Philadelphia: Mathew Carey 1787. 8vo, 208pp., disbound, occasional spotting, last leaf partly detached. AN EARLY PRINTING OF THE NORTHWEST ORDINANCE. The complete text of the Northwest Ordinance, adopted by Congress on 13 July 1787, appears here on pages 188-192. The ordinance, primarily written by Rufus King and Nathan Dane of Massachusetts, was the most significant achievement of Congress under the Articles of Confederation. The act set out in detail the mode of governance for the new territories and the process by which they might become states. Article 6 contains the key stipulation that "There shall be neither slavery nor involuntary servitude in the said territory " Also featured in this issue are a number of the letters of High Williamson (1735-1819), signed "Sylvius," on various aspects of the American economy, currency and taxation, and advocating a strong central government. On pages 183-184 is the text of the act creating the U.S. Mint.
