Nelson's implied criticism here of his commanding officer, Admiral Hotham, is a theme of his letters in 1795, during which Hotham twice failed to bring engagements with the French fleet to a decisive conclusion. Nelson had served under Lord Hood in 1793-4, notably at Toulon and Corsica.
