DRAFT RESOLUTIONS BY PRESIDENT MADISON CONCERNING U.S.-BRITISH TARIFFS IN THE WAKE OF THE WAR OF 1812 One month before leaving office, President Madison discusses his decision to sign the Tarriff Act of 1816 which protected America's industries from British competition: "The Government of G B...issued an order in Council on the 17th of Aug 1815, discontinuing the discriminatory duties payable in British ports on commercial vessels and their cargoes." America responded with a law "under the authority vested in the Executive by the Act of March 1816." In the interval between the two he notes, "there was consequently a failure of reciprocity or equality in the existing regulations of the two countries, which it becomes the honor & equity of the U.S. to address..." The President, therefore, recommends refunding the duties levied during the period in question.
