Stanton, Secretary of War], [Washington, D.C.], 17 February 1864. 3 lines plus signature and dateline on integral blank of an autograph letter of Thomas A. Hendricks to Lincoln, 1 page, 8vo . LINCOLN URGES A PROMOTION FOR "A GALLANT & ABLE OFFICER" Hendricks has written to Lincoln urging the promotion of Col. Benjamin Franklin Scribner of Indiana, whom he extolls as "a gallant & able officer." President Lincoln, on the verso, always careful to refer questions of military promotion to the proper authorities, writes: "Submitted to the Sec. of War & General-in-Chief..." Not in Collected Works, ed. R.P. Basler, or Supplements . Scribner, Colonel of the 38th Indiana since September 1861, was brevetted Brigadier General of Volunteers in August 1864 for his war service, and served in various Corps of the Army of the Cumberland.
