LINCOLN, Abraham. Engraved document signed (“Abraham Lincoln”), as President, Washington, 3 March 1863. Counter-signed by Secretary of the Treasury Salmon P. Chase (“S. P. Chase”). Elaborately engraved, in multiple typefaces. Bold heading at top: “Abraham Lincoln” beneath which an American eagle and “President of the United States of America.” Double folio (16 1/2in. x 20 5/8in.), hinged at top edge to a mat.

THE FIRST INCOME TAX IN AMERICAN HISTORY came into existence with passage of the Revenue Act of 1861 (modified in the Revenue Act of 1862), empowering the Federal Government to collect 3% taxes on annual income between $600 and $10,000. This extraordinary measure was needed to pay for the massive costs of waging the Civil war. Here Lincoln appoints Charles M. Dennison an Assessor of Internal Revenue for the 21st Collection District in New York State. Under the acts such agents had the power to levy, garnish and even criminally prosecute tax cheats.
