AFTER GETTYSBURG: AFFIXING THE SEAL TO A PRESIDENTIAL PARDON. Only three weeks after the Battle of Gettysburg, Lincoln orders Secretary of State Seward to affix the seal to "a Warrant for the pardon of Rudolph Blumenberg." In civil cases, Lincoln's record clearly shows a policy of clemency, as he pardoned 375 of 456 offenders. Although the number of pardons in military cases is unknown, Lincoln's leniency was evident: "Lincoln was famous among hard-bitten generals and sentimental common people alike for pardoning convicted soldiers" (Neely, Abraham Lincoln Encyclopedia , p. 60).
