Circular #67 explains the penalty for selling liquor to Indians which are considered wards of the Government. A drunken Indian is considered a savage and anyone who sells liquor to them will have a $300 fine plus 2 years imprisonment. "So far as Indian agents are concerned, it is very clearly their duty to protect the Government from this great cause of trouble and expense. The Indians are considered to be the wards of the Government, and a drunken Indian is a condensed and intensified savage let loose on the community to commit crimes..., and the man who sells or gives liquor to him, ...is an accessory before the fact to whatever crimes are committed traceable to that cause." Hiram Price was appointed chief clerk of the Bureau of Indian Affairs and then Commissioner of Indian Affairs by President James A. Garfield in 1881.
