Partly printed document signed ("Th:Jefferson" as President, "James Madison" as Secretary of State), Washington, D.C., 25 May 1801. 1 page, oblong folio, 293 x 394 mm. (11 1/2 x 15 1/2 in.), ON FINE PARCHMENT, circular papered seal at lower left, text a bit pale, otherwise in very good condition, the signatures clear, the text of the document in an ornate secretarial hand, headed "Thomas Jefferson, President of the United States of America," proclaiming that "Whereas the Office of Governor in and over the Mississippi Territory is at present vacant;" the appointment of William C.C. Claiborne of Tennessee as Governor of Mississippi Territory is confirmed, "during the pleasure of the President of the United States...and until the end of the next session of Congress..." JEFFERSON APPOINTS CLAIBORNE GOVERNOR OF THE MISSISSIPPI TERRITORY An important appointment with political overtones. The Mississippi Territory, organized in 1798, extended between the 31st parallel north to the Yazoo River and east from the Mississippi to Georgia. John Adams had appointed a Federalist, Winthrop Sargeant, as its first Governor. The residents of the territory were divided into two factions: one (mostly Democrats) favoring their territory's being granted the right to elect its own legislature, the other (primarily Federalists) opposed to it. William Charles Coles Claiborne (1775-1817) of Tennessee had been elected in 1797 to fill Andrew Jackson's term in Congress. In the election of 1800, he was responsible for holding the vote of Tennessee in the Jefferson camp, in preference to Aaron Burr. The present appointment, therefore, was in a sense a reward for Claiborne's crucial political support (see Dumas Malone, Jefferson the President , p.244-246). Claiborne reached Natchez to take up his duties in November 1801. "In the new territory he had to intervene in the factional quarrels that had divided the people under his predecessor...settle land claims, and suggest measures for public health, for controlling the negroes [slavery was permitted] and for public instruction... He also acted as Superintendent of Indian Affairs...." (DAB). In 1803 Claiborne and Wilkinson were delegated by Jefferson to receive the newly acquired province of Louisiana from the French. Having earned Jefferson's trust, Claiborne was appointed the first Governor of the Louisiana Territory.
