JEFFERSON, Thomas, and James MADISON. Partly printed document signed ("Th:Jefferson" as President, "James Madison" as Secretary of State), accomplished at New London, Connecticut, 30 December 1806. 1 page, oblong, 411 x 510 mm., large papered Great Seal of the United States at left, small seal beneath. In very good condition. Bold typographical heading "Thomas Jefferson," text printed in four columns, in French, Spanish, English and Dutch, neatly accomplished in manuscript and signed at bottom by Mayor Jeremiah Brainard. A FOUR-LANGUAGE SEA LETTER, issued in New London (a major port) to the ship Lion , Amos Clift, master, bound for Demarary, "laden with Livestock, Provisions, Lumber." President, Secretary of State and Mayor certify that "the said brig belongs to one or more of the citizens of the United States," that "no subjects of the present belligerant powers have any part or portion therein," therefore the vessel and captain should be permitted to "pass, navigate and frequent the ports, passes and territories, to...transact his business."
