JEFFERSON, Thomas (1743-1826). Partly printed document signed ("Th:Jefferson") as Secretary of State, comprising "An Act Making Provision for...effecting a recognition of the treaty of the United States with the new Emperor of Morocco," Washington, D.C., 3 March 1791. 1 page, large folio (14¼ x 9½ in.), bold printed heading "Congress of the United States," signed in type by President Washington, Vice-President John Adams and Speaker of the House Muhlenberg . In very fine condition, with deckle edges of the paper untrimmed.

Partly printed document signed ("Th:Jefferson") as Secretary of State, comprising "An Act Making Provision for...effecting a recognition of the treaty of the United States with the new Emperor of Morocco," Washington, D.C., 3 March 1791. 1 page, large folio (14¼ x 9½ in.), bold printed heading "Congress of the United States," signed in type by President Washington, Vice-President John Adams and Speaker of the House Muhlenberg . In very fine condition, with deckle edges of the paper untrimmed. FUNDING THE COSTS OF TREATY RATIFICATION FROM EXCISE TAXES ON WHISKEY. The Secretary of State duly transmits an enactment of Congress providing an appropriation of not more than $20,000 for the purpose of "effecting a recognition of the Treaty...with the New Emperor of Morocco...to be paid for "from the duties imposed upon spirits distilled within the United States." The President is authorized to requisition all or part of this amount "on loan,...at an interest not exceedingf [6 per annum...." The excise law of 1790-invoked here--was passed at the instigation of Secretary of the Treasury Alexander Hamilton. It imposed duties on domestically produced distilled spirits, widely used as an article of trade on the frontier. That legislation, specifically intended here to be the source of funds to conclude a treaty with a foreign power, became one of the most controversial enactments of the young Congress, provoking widespread dissent that culminated in the disorders of the so-called Whiskey Rebellion. The "New Emperor of Morocco," was Sultan Yazid (reigned 1790-1792), whose predecessor Muhammad III had granted the United States favorable trade terms and waived the payment of annual tribute.
