Philadelphia: John Fenno, 1795. Octavo (9x5 ½ inches, 230x140 mm). 6 (of 10) folding tables. Stitched self-wrappers, uncut. Condition: Foxing, torn area at head of title. hamilton's second report on public credit and his final report as secretary of the treasury. This second report on public credit largely reiterates the arguments put forth in his seminal first report of 1790, but with more detail and sections on the taxation of public funds and the nature of credit during war. this copy with extensive marginalia concerning defaulted bills of credit issued by the states. A contemporary, apparently Massachusetts owner of this copy, has written a lengthy note covering the lower margins of pages 53-68, in part: “… It is therefore clear as the sun at noon day, that if the State continues to refuse payment (in the same manner she loaned them) to the citizens who now hold them, she will violate every principle of good faith & justice, and entail on government eternal infamy…Is it possible the present government should be lost to all conception of the infinite importance of Public Credit...” This copy lacking the terminal 4 folding tables. The tables were issued in two states: on 10 separate sheets or on both sides of 5 sheets. The latter suggests a paper shortage. Evans 29772; Ford 267; Howes H122; Sabin 29980.
