FOUCHé'S APOLOGIA. An account of Fouché's activities, presented in the most favourable light, during the period from Napoleon's return from Elba to the arrival of Louis XVIII, the execution of Marshal Ney and his own appointment as ambassador at Dresden on ceasing to be a minister. 'Le duc d'Otrante était proscrit par les bourbon ou du moins l'ordre de son arrestation fut donnée lorsque la nouvelle du débarquement de Napoleon parvint a la Cour ... Le duc d'Otrante qui predisait sans cesse le débarquement est traité comme s'il l'avait operé ... Napoleon arrivé à paris l'envoye chercher et le nomme pour la 3e fois son ministre de la police. Loin de provoquer un examen severe sur ce qui s'était passé sous le gouvernement royal, le duc soutient qu'on doit tout ignorer ... '. The draft includes a particularly self-justificatory account of Fouché after Waterloo: 'Qu'on lise les instructions données aux plénipotentiaires envoyés au quartier g[énéra]l des alliés, les lettres particulières du duc d'Ot[rante] au P[rince] Metternich, au G[énéra]l Blucher et au duc de Wellington, on se convaincra qu'on n'a rien dit de plus fort ... Le duc de Wellington arriva à Neuilly et demanda un entretien au duc d'Otrante. Le duc ne voulant laisser aucun prétexte à la malveillance se rendit à Neuilly acompagné de plusieurs membres des deux chambres dont le temoignage n'est pas suspect. [Il] développa les motifs qui faisaient craindre que le retour des bourbon ne fût pour les français ce qu'avait été celui des Stuarts pour les anglais'. The present manuscript differs substantially from the published versions attributed to Fouché -- the Précis de la vie publique du Duc d'Otrante was published in 1816 (in London and Leipzig), including 12 pieces on his life and the texts of various letters to Napoleon, Louis XVIII, Wellington and the congress of Vienna; the Mémoires were published posthumously in 1824 and Fouché's former colleague, Alphonse de Beauchamp, claimed to have compiled them from original sources. Fouché was known to be working on an autobiography in 1815-20 and various fragments were said to have survived, but the authenticity of the two printed works has always been questioned (Jean Tulard. Bibliographie critique des mémoires , 1981, no. 560). The survival of the present manuscript confirms his intention of writing his memoirs and it may have been among the fragments which, together with letters, formed the basis for the later redactions.
