States: "Sir, The Agent for the 11th West India Regiment having been apprized, that the Pay Warrant for the said Corps, for the Year 1799, has forwarded to your Office, and desired to take the necessary steps for clearing the Accompts accordingly...". 13x8". Henry John Temple, 3rd Viscount Palmerston, served almost continually from 1807 to 1865 in government office. Early in his career, he worked as the Secretary at War for nearly twenty years. Later, he would become the British Prime Minister from 1854 to his death in 1865. However, he lost power in the late 1850's due to the Chinese crisis of 1857 and a failure to read the public mood in 1858. He was also a persistent abolitionist.
