Scarce, early first issue of the first Wyoming Constitution, complete in 60, rather than 61 pages; in both issues pp. 58-60 comprise the Address of the People and are miscaptioned "Addressed." Bound in the original stapled wrappers, now reinforced with glue. This is Stephen W. Downey's copy, with his signature at the top of the front wrapper. Downey was a delegate to Congress, and father of the University of Wyoming. Wyoming was admitted into the Union as the 44th state on July 10, 1890. Very interestingly Article VI, Suffrage addresses the equality of the sexes: "The rights of citizens of the State of Wyoming to vote and hold office shall not be denied or abridged on account of sex. Both male and female citizens of this state shall equally enjoy all civil, political and religious rights and privileges." Streeter 2258.
