CLINTON, Henry (1738-1795), Lieutenant General, British Army . Letter signed ("H Clinton"), TO GEORGE GERMAIN, Secretary for the Colonies, with Clinton's subscription: "submitted to His Excellency the Admiral for his approbation," and note beneath "Approved by the Admiral." New York, 25 January 1782. 1 pages, folio, endorsed on verso "Sketch of a Letter from the King's Commissioners to Lord Germain," small fold separation, discoloration on verso , otherwise fine. Following Cornwallis' surrender at Yorktown, Clinton advises the Secretary for the Colonies, George Germain, on loosening trade restrictions: "As the Commander in Chief, from his earnest desire to quiet the Minds of His Majesty's faithful Subjects on this Continent, and to recover their Confidence, has signified to Governor Robertson, that he shall not oppose the reviving Civil Government...to enable us to meet the Rebels on the Ground taken up by General Washington in his answer to the 10th Article of the Capitulation of York Town." He continues in the opinion "that it would be highly detrimental...for us...to declare this place at the Peace of the King, because a Revival of the Act of Trade would immediately set aside the restraints at this port...necessary to secure Subsistence, particularly to the Inhabitants, openings would be given to improper Water intercourse...without any Controlling Power being left any where to check, or Remedy them." It was two more years before the official peace treaty, but hostilities were essentially over after Yorktown. Governor General of Canada Guy Carleton (1724-1808) was appointed to succeed Clinton on 23 February and arrived in New York on 5 May. On his return to England, Clinton was widely held responsible for the failure of the American campaigns.
