CHURCHILL, Winston S. Typed letter signed as chancellor of the exchequer to Arthur Steel-Maitland, Treasury Chambers, 4 November 1927, one page, 4to . Provenance : Sotheby's, 19 July 1993, lot 367A.
CHURCHILL, Winston S. Typed letter signed as chancellor of the exchequer to Arthur Steel-Maitland, Treasury Chambers, 4 November 1927, one page, 4to . Provenance : Sotheby's, 19 July 1993, lot 367A. A STERN REBUKE TO A CABINET COLLEAGUE. 'I cannot help repeating what I have said orally and literally at least half a dozen times', Churchill writes, 'that I hold you committed in good faith to the decision taken by the Cabinet that the principle of equal thirds was not to be conceded during the passage of your Bill. I could not possibly agree to it, nor would Neville [Chamberlain] from whom I have had a very strong letter. I beg you to stick to your guns and to the arrangement which was made between us and endorsed by the Cabinet'. Steel-Maitland, as Minister of Labour, was trying to put through a bill on unemployment insurance that Churchill feared would interfere with his 'derating' scheme (that is, the abolition of local authority rates on industry). Similar social welfare legislation had been implemented on an 'equal thirds' formula, where the cost of the benefit was divided between the Exchequer, the local council, and the worker's employer.
