CHURCHILL, Winston S. Two autograph letters signed ("Winston S. Churchill") to Arthur Steel-Maitland, 6 April 1925 and 18 October 1927. Together 6 pages, 4to and 8vo, Chancellor of Exchequer stationery "WE ARE COMMITTED TO PENSIONS FOR WIDOWS" Two good political letters from Churchill's time as Chancellor of the Exchequer, as we see him navigating legislation through the Parliament, and chastising a wayward member. 6 April 1925, responding to Steel-Maitland's proposed legislation: "It would fatally damage the balance of the Budget, & I should have to recast every plan if Insurance were postponed....We are committed to pensions for Widows ; that is the whole character of the pledge which have been given and surely also it would be invidious to leave the mother with the care of the children without any provision of her own...The Bill provides 7/6 for the eldest orphan & 6 each for the rest of the family." In the 18 October letter, Chruchill chastises Steel-Maitland for departing from government policy. "I warned you several times that, stripped of its financial allurements, yr Bill wd be a burden, & yield no advantage to the Government adequate to the demand on Party time." Steel-Maitland had proposed funding unemployment insurance by equal tax contributions from the worker, the employer and the government. "You however agreed to go forward on the basis of the Cabinet decision," Churchill reminds him. "I shall make it perfectly clear that in this Parliament we are not committed to the principle of 'equal thirds'; & you must bring this issue before the Cabinet, if you do not feel able to adhere to yr understanding. I am sorry to have to be so plain--for I know yr difficulties & temptations." Together 2 items . (2)
