IN OFFICE FOR THE FIRST TIME. On 15 December 1905, Churchill acknowledges congratulations on his first ministerial position, as under-secretary of state for the colonies: 'The post is a small one; but it has large possibilities both of danger & success'; he is hopeful that he will be able to promote the cotton trade. The remaining letters concern the free trade controversy, and Tattersall's influence as a representative of the cotton trade: in January 1905 Churchill asks for arguments to reply to Joseph Chamberlain's recent speech, which he characterises as 'a confession that tariff reform has nothing to offer to the cotton industry'; three letters early in 1908 relate to a subsequent dispute in the cotton industry -- 'I am delighted indeed that all has ended happily'. Balfour had resigned as prime minister in December 1905 without, unusually, dissolving parliament. Churchill was initially offered the post of financial secretary to the Treasury in the new Liberal government of Sir Henry Campbell-Bannerman, but preferred the junior Colonial Office role, calculating that it would offer more chances to shine.
