Speech typescript, unsigned, Mansion House recruiting speech, 25 April 1939. 3 pages, 8vo, punch hole in lower left corner, numerous pencil emendations (about 35 words) in Churchill's hand "THE FIRST AND HIGHEST FORM OF NATIONAL SERVICE IS SERVICE WITH ARMS AND WITH THE FIGHTING TROOPS" A month after Hitler occupied Prague, Churchill speaks at the Mansion House in support of volunteers for a Territorial Army. "It is increasingly probable that we shall have compulsory National Service before long. It is certain now that we shall have C.N.S. should unhappily war break out...Our weakness now is that while we have given, with national approval, guarantees to many countries in Europe, that we will make common cause with them against aggression, we have not so far taken any effective steps to provide ourselves with an adequate Army with which to back our words." He adds in pencil: "Morally indefensible. Moreover lessens chances of peace." Those who answer the call now "and join [the] Fighting Forces, are discharging the highest duty of citizenship" and will act "in defence of the freedom and progress of mankind." This document reflects the standard Churchillian speech manuscript, typed in verse form and with many words abbreviated for ease of delivery.
