"THE FIRST MANOEUVRE IN THE DRILL-BOOK OF COMMUNISM IS TO SUPPORT ALL LIBERAL AND RADICAL MOVEMENTS" Churchill sees ominous Communist influence in the recently established second Spanish republic, and offers interesting thoughts on the strengths of monarchism versus republicanism in this heavily corrected draft article for an American newspaper syndicate. Churchill is writing after the recent abdication of King Alfonso XIII, which came swiftly on the heels of the collapse of the dictatorship of prime minister Miguel Primo de Rivera, whose seizure of power by a coup in 1923 had the king's blessing. But by 1930, Primo de Rivera's unpopularity led to the end of both the dictatorship and the monarchy, and ushered in the republic that would govern Spain until the Civil War of 1936-39. Yet Churchill here speaks warmly of the dictator, calling his regime "the best government...Spain has ever had...But modern democracy does not want good government, and they certainly do not get it. They want to push about for themselves, and this is an ideal they can more easily achieve." Putting the example of the U.S.A. to one side, Churchill thinks most nations that switch from monarchism to democracy do it badly. "Indeed the English system in our eyes may claim to have achieved the best of both worlds." The monarch's presence acts as a barrier against dangerous grandiosity on the part of the top politicians. "All controversial matters are left to the politicians" while the monarch embodies the unsullied ideal of the nation and its people. In Spain he sees the deadly hand of Stalin revealing itself: "There is no doubt that the influence of Moscow has been active throughout Spain and will be exerted to the utmost pitch during the next few months. The first manoeuvre in the drill-book of Communism is to support all liberal and radical movements against the established order; and then on the morrow of their success to topple the new men over and found under the pretence of democracy and progress a Communist Dictatorship in their stead....Let us hope the Spanish Republic...may rally the wise, the sober-minded and good in defence of civilized society and the peace and happiness of Spain."
