BUCHANAN, James (1791-1868), President . Document signed ("James Buchanan") as President, Washington, D.C. 28 February 1861. 1 page, 4to . AN ORDER TO AFFIX THE SEAL TO A PRESIDENTIAL PARDON. Only four days before Lincoln's Inauguration, Buchanan orders the Secretary of State to affix the seal of the United States to a warrant for the pardon of John Roach. This exercise of the Presidential pardoning power in the waning days of an administration is part of a venerable American tradition. But many at the time, including Lincoln himself, thought Buchanan was far too forbearing towards the leaders of the Confederate secession movement. The outgoing President peevishly condemned both Southern radicals and Northern abolitionists, but was content to pass the long interregnum doing nothing to stem the break-up of the Union.
