This probably refers to the school founded in 1880 by Zill al-Sultan in Isfahan, inspired by the Dar al-Sanayi' in Tehran. The second inscription, depicting older men, appears to read: 'The group of 'yes', meaning the officials who say yes to everything and have no opinions of their own.
